Position Summary:
Leading the Project Control Department with 10 employees. The team today constitutes of Planners/Schedulers, Cost controllers and Estimators.
Provides the tools and systems necessary to effectively and proactively manage, control, and report on cost and schedule for concurrent projects throughout the organization. Services include planning cost and schedule (work breakdown structure) metrics and tools, collecting performance data (installed quantities, expended labor hours, and other progress measurements for direct hire and subcontract work), tracking data (daily cost compilation and monitoring), analyzing (earned value, productivity and risk analyses), and reporting. Identifies and tracks all changes or potential changes to the project scope, ensuring estimates of cost changes and schedule impact are given visibility with the client and project management. Integrates cost and schedule data and reporting with the company’s accounting and management information systems to facilitate meeting company performance and financial goals.
Primary Responsibilities:
Management responsibilities for all resources within the department
Responsible for developing personnel within the department
Lead development of project and/or portfolio specific PC execution strategies.
Manage development of procedures for various project control activities including budget preparation, forecasts, progress validation and related cost engineering and planning/scheduling functions
Manage cost engineering activities including development and implementation of cost control systems, invoice processing activities, monthly cost reporting, trending, FAC Analysis, cost variance analysis, funding budgets and cash flows
Manage cost estimating/forecasting activities including periodic project re-estimates and cost benchmark metrics
Manage planning & scheduling activities including development of summary and detailed project schedules, progress and performance monitoring, schedule deviations and workaround solutions; plans and manages the execution of internal audits of critical commercial internal control systems
Ensure full integration between the estimating, cost control, planning/scheduling, and risk management functions within projects
Manage miscellaneous estimate development including estimates addressing alternative options, products, locations, etc.
Qualifications:
Minimum of 8 years experience in industrial construction and/or maintenance field required specializing in project controls
Minimum of 5 years of management experience
Experience on oil/gas and petrochemical capital projects & Turnarounds
Demonstrated experience and working understanding of project CP planning and scheduling, cost control and cost estimating
Demonstrated capability to lead a group responsible for control of planning, scheduling, cost control and cost estimating activities
Ability to interpret and perform analysis of cost and schedule reports and data
Experience in preparation of cost estimates
Working knowledge and skills in the use of software such as Primavera planning/scheduling, cost control program Ecosys and estimating programs such as Aspen and/or Cleopatra.
Ability to work within a diverse cultural environment
Demonstrated interpersonal/teambuilding skills
